I am trying to take a screen print and then publish it as a .gif file to the web. I am pasteing the screen into Photoshop CS and then saving it for the Web. When I look at the Optimization screen, the screen looks fine but when I then look at it through a browser, it is all fuzzy and smaller than it appears in Photoshop – Help!

Are you looking at the file itself, or are you looking at a HTML page in the browser? Sounds like you´ve resized the image via HTML.

Either that, or you are using a web browser with "Automatic Image Resizing" is turned on. Go into that browser’s options and check for an option that does that.
