any idea about how to progressively compensate for blurred / low contrasted parts of an image ?

In photoshop 7 – and I think 6, there is a sharpness tool that you can use like a paintbrush – just select the size of brush you want and apply manually to blurred areas.
Set the strength to a low value and paint more over more blurred areas.

in a flyout with smudge tool and blur…looks like a hand or raindrop or the sharpen looks like a tall triangle
