unsharp mask problems

I’m having problems when I try to use the unsharp mask tool. I click on the command and all I get is a little square over the picture. I can move the square around, but can’t switch to any other commands. I’m unable to do anything else with the picture, including close it out. In fact, I can’t even close out of Photoshop. I have to use "control-alternate-delete" in order to get out of the program! What am I doing wrong? Everything else is working just fine with the program.

Yes, I bought a new monitor (21") and vary the resolution from 960×720 to 1200 x1600, depending on what I’m doing.

I tried to find the FAQ topic but didn’t have any luck. Do you happen to know the specific page it is on or the number?
