New to Photoshop perhaps a silly question

I used to use Paint Shop Pro. I’ve recently gotten Photoshop and I love it. Only thing is I cannot figure out how to add colour to a photo/image to make it appear as if it is glitter when it becomes animated. I would appreciate anyones help on this issue!!
