ordinal 95?

This is called "DLL Hell". It’s not a matter of placing the file so much as making sure the right version is installed. More than likely you are loading an older version of cooltype.dll somehow before CS2 is started, or you are missing the copy that is normally in the same folder as Photoshop.exe, and another older version is being loaded.

You can either make sure the new version is installed in the Photoshop CS2 folder, or chase down the older version of cooltype.dll and delete it, or try uninstalling Photoshop, manually deleting any remaining files, and re-installing.

FYI, my install of CS2 has version 5.02, so deleting versions older than that may solve the problem.
