Palettes get ‘stuck’ in a location on the screen

I’ve noticed in the last few weeks that my ‘palettes’ get stuck in place on the screen. For example, I’ll be working on a file and will need to move the layers palette to get to part of the screen and it won’t move. Is there a setting or something that causes this? I’ve reinstalled CS with no improvement.

I’m running Windows XP on and Xeon Processor.

This happens to me, as well. After I’ve had a crash, PS loses all my preferences, reverting to the default state. In this state, the palettes are initially immobile. However, if you keep tinkering with them — make them go away, come back, minimize, etc. — eventually they "shake loose" and then you can move them where you want. Irritating, but it works on mine.
