I use the plugin Focus Magic as my normal sharpening tool. It certainly does a lot better than USM. It is designed to correct unfocused pictures.
However, it only works to a point. If the picture is a tad out of focus, it’s pretty good. That works up to about a 7 pixel correction. From about 8 to 20 pixels, it really doesn’t work that well. The problem is that there isn’t enough detail to work with.
This tool works by finding edges and making them into thinner lines. Well, that’s what it appears to be doing. I’m sure it’s more complicated than that. Finding a pretty thin line and making it thinner is pretty easy and pretty good. So, that 1 to 4 pixel sharpening that I do on good pictures is very good.
However, a 12 pixel fix is working on a picture that really doesn’t have any lines. The edges are a fat, blurry collection of pixels from both sides of the edge. Crunching that down to a thinner line will involve moving a lot of pixels around. That usually results in a very painterly affect on your photograph. That may help, it may not. You’ll have to judge.
Focus Magic also has a motion blur fix. Big corrections with that look very painted. Small motion fixes are pretty good.
