Transparent Area for Icons

I’m ceating a background picture and wanted to put a transparent blue bar across the bottom of the screen to identify that the icons would go within it so as not to mess the picture up. How would I first create the transparent box, then after that change it to be different colors as I may not want just blue.

Blue or transparent? Can’t be both.

Do you mean translucent (semi-transparent). If this is for the web, this is not possible, since GIF allows only full transparency and JPG no transparency. It could be faked by doing partial opacity over the background image in PS, and then positioning everything nicely with CSS, but it is risky, since you want to use the bottom of the screen, and everyone’s bottom is a bit different.

Whilst working within Photoshop, just put it on its layer. You can then re-position to your heart’s content, adjust the opacity via the layer opacity or even switch off the layer visibility if you need to
