Adobe Premiere / After Effects is the software.

you mean text that scrolls across a webpage (moving words like movie credits, aka a marquee) or a picture of a scroll (rolled up document) with words on it?

You could do it in PS, but it would be a relatively clunky animated gif. If you want to have a go, typeset the text, use a perspective transform to get the "smaller, further away" effect, then build a series of layers (or in IR frames), get rid of a line of text at the top in each layer / frame. (If you need to, convert the layers to frames in IR) Then, to smooth it out, you could tween the frames, and safe as gif. Clunky, but possible.

Adobe Premiere, or Macromedia Flash would be the programs to use… Flash "may" have a slight advantage for web presentation.
