Hi,

what is the best way to scale an image? Using the PS menu Transform/Scale or there is a better way to loose less quality?

Assuming you mean a whole image, Transform/Scale is the worst and least controllable way to change the size of an image.

Can you say exactly what you want to do.
Are you looking to increase or decrease the size of an image? Are you looking for a symmetrical change in size?
Is it for printing or on-screen use?
How big [in pixels] is the image now and how big do you want it?

The original imges are .tiff, 700*922px and 75dpi. I need to optimize them for the screen, 187*264px- I’m not sure .jpg or gif.

In that case, Save for Web is probably best. This will let you scale the image down and review whether GIF or JPEG is best. For photographic images, JPEG is usually the best option; for other graphics, GIF may be best.
