Huh?

Are you trying to create an ad for a newspaper? If so, just provide the ad. They will halftone it (is that what you mean by "raster?") when they print it.

Or do you mean that you are trying to break the image up into dots like in a newspaper? If so, look at the "Color Halftone" filter.

Black and white?

Found the ‘black and white’.

The dots are far to big.
I tried to resolved this by resizing the whole picture.
Different filters and adjusting the color modus in different ways doesn’t satisfy me.

Convert to grayscale, then to bitmap, and select the "Halftone Screen" option.
