Photoshop 7.0 file save problems

Unsing Photoshop 7.0 with OS-XP, I opened digital photos, cropped and touched up color, then choosing, "Save As", Save as Copy, then choose tiff or jpeg file type, put in new file name,cliked "Save", file would not save. I would then get message, "File is being used, save under different name", I tried all I could think of, finally, saved as a photoshop type file, and it would save. I have never had this kind of problem before so if someone can help, I thank you in advance.

Usually a glitch with Windows Explorer and thumbnails.
Find all instances of psicon.dll and rename to psicon.old.

See if that doesn’t fix it.
