When I am using either the the clone tool or the band-aid tool I can’t sample colors while pressing ‘Alt’. When I press ‘Alt’ the tool converts to the sampling cursor but when I click it won’t select anything. Does anyone know what may be causing this?

Jim, the clone and healing brush don’t select a colour. For example, with the clone tool press alt and click to set a sample point- then use the tool as nomal. You’ll see that the clone tool copies the information from under your sample point and then paints it in where the brush is. There’s some good info on this in "Using the Clone Stamp Tool" in the Photoshop help.
The alt + click will sample a colour with the brush tool selected.
