I’m confuse now.
Where do I drag the fonts to?

Go to fonts in the setting/control Panel and click on File in the menu bar. You will find a chance to install new fonts. Click that and you get a dialog asking you to select the place on your computer that contains the new fonts – find that place using the browse, highlight it or them to select and then just allow the machine go and do the work for you 🙁
If I try to drag it to Photoshop, Photoshop just try to open the file.

For your information, my stats are:
Win 2000, Pentium 4 2.4 Ghz
1 Gb memory,ADSL
80+40 GB of disc space,Oly C2100 & Optio S

Yes, yes, yes.

So if I wan to add some fonts to use with Photoshop I just have to put it in the windows fonts folder.

*All* Windows applications use the font services provided by Windows (aside for some very specific and rare exceptions). Same on MacOS. Such services are one of the benefits of using a modern OS.
