Translucent White Area in B&W Photo

I have scanned a b&w negative and obtained a digitized positive copy that contains an area of it that is translucent white. The scanned negative is quite old, and the white area likely was caused by aging or bad storage. You can still see the original contents behind the translucent area.

I have PSCS2. Is there a technigue in that software that will reduce the whiteness or eliminate it? I’d be happy to send a file containing the scan in question.

Any help would be appreciated.
