Cropping with a 2:3 ratio

I want to crop images and keep a 2;3 ration. If I set the dimentionsto, let’s say, 4 X 6 inches, the image is resized to 4 X 5 inches. Is there a way to avoid this?

select crop tool, fill in options at top for the ratio (4in x 6in) use the SHIFT key to keep proportions constrained and/or only use the corner resizers, do not use the middle resizers as this will distort the proportion.
If you set the dimensions to 4×6 it will stay 4×6 unless you changed it, it cannot become 4×5 by itself?

Use the Marquee tool.
In the options bar is a drop-down menu, "Style." Set it for Fixed Aspect Ratio, then enter your desired ratios in the two boxes to the left of the Style box.
As you draw your marquee, PS will keep it at the aspect ratio you entered. You can move the marquee as you draw it by holding down the spacebar and dragging the mouse inside the marquee. Do not let up on the mouse, however!

When you’re satisfied with the selection the marquee has made, go to Image>Crop.
You now have an image cropped to your desired aspect ratio.

To size the image for a given size printout, go to Image>Image Size. Be sure to place a check in the Constrain Proportions box. Be sure to NOT place a check in the Resample box.
Then enter either the desired width or height.
PS will enter the other dimension to comply with your aspect ratio. It will also set the resolution to the value that will print that size photo.
Press OK.

If you prefer to control the resolution for the printer (dpi) you will have to accept PS’s resampling your image.
Place a check in the Resample box and the Constrain Proportions box. Then enter your desired printer dpi number in the Resolution box and set either the width or height to the desired size of your printed photo. Press OK.

This is OK. Note, however, that you must leave the Resolution box empty if you do not want PS to resample your image.
PS will then compute how many dots per inch the printer must use to produce that size print.

OR. . . .You can add a resolution number to control the printer’s dpi but CS will have to resample to produce your dimensions at that resolution.

If you have entered fixed numbers in the dimension boxes, there are no side markers in the crop tool. You cannot resize the crop area because you have already told PS exactly what size you want. Nor do you have to hold the shift key down. All you can do to the selection is move it by dragging with the cursor inside the selection.
When you have it set where you want, you can right click inside the selection and select Crop.
You could select Cancel if you don’t like what you see.

Thank you all for the suggestions! Leaving the resolution box empty was something I overlooked. So simple!
