layer styles and gradients
use global light ticked so the light comes from same direction on each layer make the boxes, fill the red with a gradient or use a gradient overlay from effect palette
metallic look: uses bevel/emboss and gradient or you can use the pre-made styles
Adobe Exchange has some free styles for metals you can download if you don’t know how to create it.

You could do the border by making it in one colour flat first of all then applying a render->lighting effect and setting the texture channel to layer transparency.
