I’m using XP/SP2 with PS7, had to do a clean install of everything. Now when I start PS for the first time after booting up

I get a pop up asking if I want to customize or accept the default values
The "Open Recent" is grayed out:
File > Open points to My Documents, a folder I never use for anything: Rulers are tuned off:

If I shut down PS and re-start none of this happens, but the only files in MRU are ones that have been opened since the machine was booted. Other programs, like Word, do not lose the MRU.

Any idea why this is happening?
