I recently saw several adobe products for sale at very reasonable prices. They were oem versions.
Are these legal/upgradeable? Sould I persue this as an option to adding some software to my pile? I am only interested if I can continue to upgrade.

If it’s too good to be true it probably is. Adobe has released very few OEM versions of any of their software IIRC, and I may be wrong but I think it is not legal to resell an OEM version without whatever hardware it was distributed with.

FWIW, Dell is currently selling a PC with an OEM version of PSCS— I got an ad in the mail for one this week.

So, if I bought the hardware with the software installed, would I then be able to upgrade through adobe? In other words, are oem versions upgradeable? Since I am researching a new workstation as well, it might be more cost effective to bundle some of the software. I do not need manuals, etc. I would just like to have a more complete set of tools at my home. With software so expensive, I have prioritized what I have here.

Any Ideas about buying used versions of Photoshop and AE? Still want to be legal and upgradeable. Don’t mind being a version behind for now.

No.

In fact, some of those sites selling so-called "OEM" versions of Photoshop are actually simply trying to steal your credit card number, nothing more.

AFAIK, yes, but someone from Adobe could answer that more officially.

And you might be able to get a brand new, never registered version of Elements cheap via someplace like e-bay…..every Wacom and half the scanners on the planet come with one– and surely someone has more than one unused copy.

I’ve given the one I got with my new scanner and the one that came with the Graphire 3 to my kids, but other folks
are more profit-motivated.

I did not get that flyer, which Dell machine are they packing CS with?

I did not see it when I went to their site.

You’re correct, but I just bought a copy at Sam’s Club for $52.87. I’m not sure a new, unreg copy from a reliable seller on eBay or elsewhere is going to be much less than that…
