I am looking for a How To on how to create the same sort of thing with photos as can be seen on this image

hi
get your image. use the filter>sketch>stamp tool to achieve desired effect. play with settings to get it just right. then select the black area and replace it with the color you want.

or Filter > Sketch > Torn Edges for a "Blockier" look.
