PS 7 on Win98SE "Could not complete your request…"

I am working on a Compaq EVO PC recently rebuilt with Win98SE. It has a 20 Gb hard drive and 128 Mb of RAM. I am working in Photoshop 7. As soon as I choose any tool, such as the lasso or eliptical marquee, I immediately get the error "Could not complete your request because of a program error." I seem to be able to open files, but not edit them. Any suggestions?

Try deleting your prefs file – Details in the FAQ at the top of this Forum’s Topic List

PS will work lots better with at least 256MB of ram and a much bigger hard drive. More than likely, this is not the cause of your problem. Jim
