copy your layer
put "a lot of contrast or dark or bright on it
make a layer mask hiding all

now with a white brush set on 20% opacity
paint on your desired effect.

thats it
(works with sharpening to,…really nice)

Make an adjustment layer with the Curves command, then paint in the adjustment layer’s mask.
