How do I change the color of a cursor, such as the lasso and marquee cursors? Too often the cursor blends into the background and I can’t see it, thus making it impossible to work on small areas.

you can’t on a windows system. it’s windows limitation. holing down the space bar or crtl key will temporarily change cursors to sometimes help you get your bearings.
