Does anybody know how to make the effect (the broken effect or whatever it is called) as seen in this Von Dutch wording

It looks like the type/logo was "distressed." I’d suggest at looking into Filter>Sketch>Photocopy, or Stamp. Might have to add a bit of "Noise" first.

You can use an eraser set to one of the scatter brushes – vary the opacity.

add effects layer on texture
(you have to get and load a texture you want)
or save a pattern and fill it with the pattern
