You have to use dimensions that are proportional to each other. 3×4 is proportional to 8×10.667. Use Image Size. Check Resample and Constrain Proportions. In the lower set of fields type 8 in the appropriate field and the other dimension should turn into 10.667. If 10.667 is too much , do it the other way: type 10 and the other dimension will turn to 7.5. Hit OK.

You may also want to increase the resolution of the photo to 300dpi. As you say though, increasing from 3×4 to 8×10 could probably result in a less than satisfactory quality photo. What resolution did you use for the original photo?

Step 1: Click on your image in Windows Explorer.

Step 2: drag it to the trash.

Step 3: Scan it again at the proper resolution.

Nothing–no program, no technique, no procedure–can increase the size of a pixel-based image without degrading its quality. Hysterical marketing hype for programs like Genuine Fractals aside, there is nothing that can increase the resolution of a digital image and create information that does not exist in the original.
