Resizing dialogue boxes in Photoshop and Illustrator CS

I am not sure if this is an Adobe CS issue or not but I will throw it out there . . . when I work in certain dialogue boxes (liquify in Photoshop and my printer dialogue box in Illustrator) I am unable to size them down at all – often the bottom of the box is outside my viewing area. I suspect there is some simple remedy but I can’t seem to find it. Any ideas? I am not finding anything in Windows XP help either.

You need a MINIMUM screen rez of 1024 x 768 to run Photoshop CS. D/boxes are not re-sizable.
