Outlining a box, help!

I am trying to make a box, with a black border….very simple, yet I can not find how to do it.

Use the marquee tool (upper left in tool box) to create the box the size you want (make sure "feather" is set to 0px). Then, click Edit, click Stroke, and then set the width in pixels. Black is the default color but you can change it if you need to.
