Photoshop 7 missing tools problem.

After installing Photoshop 7 and opening for the first time all the tools expected seems to be in the toolbox. The next time I opened it, (this time Im ready to use it), I have noticed some tools were missing like the pencil, eraser, dodge tool and others. I will be using it the first time so im sure I didnt delete any tools there. I tried the "reset all" option but no luck. I tried uninstalling and reinstalling the program but still came up with the same tool configuration. Im running win98SE. I have both Photoshop 6 and 7 installed on my system. How do I get those tools back?

many tools are hidden under other tools in the toolbox where you see a black triangle in the upper right corner of a tool’s icon. (i.e. dodge tool is in the same slot as burn and saturate tool). either click and hold or right click a tool that has the triangle on it’s icon to see others.
