Using Elements 4, scanning pictures initially creates screen image that is of good size but the actual dimensions are about a 10th the size it should be. I have to resize image everytime – is this normal.?

In my experience, scanning software tends to scan at actual size! in other word a 6 x 4 photo will be a 6 x 4 image in Photoshop, is there some setting in your scanning software that you have inadvertently altered? (I don’t have elements but I would imagine that it only imports an image scanned by other software.

You set the print size and resolution of the image in your scan software.

Keep in mind that higher resolution is needed for print than for screen. A scan that is the proper size and resolution for print will likely look very large on screen.
