This is a bit of a lengthy process. Hopefully you understand screen resolution and print resolution.

What you need to do is create an image that is 8.5in by 11in and AT LEAST a minimum resolution of 300DPI. (Actually, it is easier to make the resolution the same as what you print at, for example, many low end laser printers start at 600 or 1200DPI).

If an image measures 4×6 at 72PPI (a common web-resolution) and you place it into an image at 8.5×11 at 300PPI, then:

4in wide X 72 pixels = 288
6in high X 72 pixels = 432

Your image will have a pixel width of 288px by 432px.

But your DOCUMENT will have:

8.5in wide X 300 pixels = 2550
11in high X 300 pixels = 3300

2550 pixels by 3300 pixels. So even though your image is 4×6 and you place it into something that is 8.5×11, the image isn’t going to take up half the width of the document, since they are at different RESOLUTIONS.

The image will take up 288/2550 = 0.11 (ie, 11%) of the width of the document. Definitly not what you want! So make sure you develop at proper resolutions for printing.

Aside from that, all you need to do is place images into the document and print.

Oh, and another thing you want to realize is that the majority of printers CANNOT use the FULL SIZE of 8.5×11. There is a SMALL border (often 1/16th in.) that is in an "unprintable area" on the page. So know your printer’s specifications before taking this project on!

In Photoshop CS, check out File > Automate > Picture Package. You can select the page size to use, and one of the default layouts, or, create your own page size and custom layout. To use different photos w/in each square, representing images, just click the square, select the photo, etc.

– The end result is a file, containing all the images you’ve selected to fit, in Photoshop. – At this point, use the File > Save-As and save as a jpeg.

BTW, keep in mind that the image sizes w/in the picture package scale the images proportionally to fit the preset sizes, so, if the image can’t be scaled exactly to fit that size, you may have some white borders around each image.
