non-anti-aliased rectangle in elements 2 – broken?

all my rectangle tool layers are anti-aliasing., and I can’t make it stop by turning off all the selection tools feathering and anti-aliasing settings.
what is the trick to get a nice clean rectangle? I need to make a lot of unregular grids and I can’t even make a straight line in single color.

I am not new to photoshop.

I am not new to photoshop.

Create a rectangle area, having the boundary as the outside of the lines. Then Edit –> Stroke, and have the stroke on the inside.

Easy!
