Photoshop uses color management. It changes the color you see on your screen in order to compensate for your exact brand of color monitor and your working color profile. The idea behind doing this is the picture will look exactly the same on different brands of monitors.
Other programs do not do color management.
To see the picture the way it will look in other programs, use View -> Proof Setup -> Monitor RGB. To understand what is happening and why, read the chapter on "Color Management" in your manual.
