Is there an adjustment to increase or decrease the space between paragraphs and hard line breaks?

I can make two separate text layers, but I’d rather have only one.

Use the paragraph palette. Change the 0 in the little box next to the somewhat cryptic icon of a paragraph with an arrow pointing to lines at the bottom.
