I’m working on improving multiple scans from pre 1900 printed documents to the point where the print is crisp and legible.

Usually Brightness and Contrast is enough to do the job with a small bit of brushwork afterwards. The original documents though were not all printed with the same intensity so the finished file can have sharp black or a softer, lighter black lettering even though I use the same amount of lightness and contrast on each file. The only way to correct this is to use my own judgment which can be inaccurate.

Is there any way of creating multiple gray scale files all with the same black colour?

You can use levels (CTRL+L); move the slider on the left to the right until it reaches the area where the information starts in the histogram. If the histogram starts right at the very left side it means that you have pure black. Another thing you can do is: with levels open, move the cursor over the area that should be black and read the information in the "info" palette (F8), now move the slider a little bit to the right and check again; keep doing it until the reading is 0 (I’m assuming that you are working on Grayscale).

Thank you so much for the help, Manuel. I tried the Levels function between two different pages and it worked great. And yes, I am working in grayscale, restoring old manuscripts.
