I have had a problem deleting a file folder entitled "Raw is all your need Guide." When I try to delete this file, nothing happens. When I try to delete the file folder that contains this file folder, I get an error message that says, "Cannot delete RAWISA~1: The file name you specified is not valid or too long. Specify a different file name."

I believe this is a Photoshop question as I have tried to Google the problem. The only hits I get are related to Adobe Camera Raw Plugin.

What is going on here? How can I delete this file?

My suggestion would be to check your hard drives with scan disk – reboot – then try deleting again.

You could also try shortening the path to the file (temp rename a few of the folders it’s contained within) – also try safe mode.

After you do the above, but before you delete the folder, you might want to check out the file(s) in it. If it is any form of executable, it might also be loaded into memory from your Registry. BTW what OS are you on?
