Umm, you left out a little something. For example, do you have any artistic talent? Sketch, draw, doodle a lot? Understand principles of perspective, composition, color, light… all of the elements of creating graphic art of any persuasion? Any experience with traditional media? In other words, can you draw? That’s pretty much a prerequisite if you want to turn out anything more impressive than refrigerator art.
That said, if you do, and what you are looking for is how to take your natural media talent to an electronic milieu, then see tacit’s excellent response to a similar question in the thread "Photoshop Beginner’s Question." In short, TANSTAAFL, and it’s going to take lots of time and practice to learn to use the tools and apply your existing talent to the creation of electronic art, whether background art or otherwise.
Sorry, but sugarcoating only works well for nasty medications. There are _tons_ of tutorials available on the Web, but if you’re just starting out and aren’t sure about your drawing ability, start with charcoal, jet pencil, crow quill pen and ink, technical pens, etc., and see if you’ve got what you need to do the job. Take a course from your local voc school. Even mediocre talents (a category in which I include myself) can do some pretty good work when they learn the fundamental principles I mentioned above.
