If you are e-mailing something and you want as much detail in the pic not to exceed 1M do you:

1: Make pic smaller (less pix) and not compress it as much

2: Keep pic as large (all pix) and use more compression.

For one, use the save for web function, this excludes the exif detail (which can’t be seen anyway) and saves a few kbs, but I usually save email images to about 800 pixels wide, this size can comfortably be seen in the width of any modern computer screen without scrolling!
But if it is necessary to have as much detail available as possible! I would leave the image size as is, and compress it using the save for web function, the preview feature gives you a good idea of the quality of your saved image, and the file size.
