Try the Liquify filter. If you’re looking for a third party plugin I think Squizz does something of the sort.

I have downloaded three different actions but I can’t figure out how to get them to work. I must be doing something stupidly wrong but I have no idea what that might be! Whan I download the action, where should I extract it to? And what then?

Put the .atn file in
C:\Program Files\Adobe\Adobe Photoshop CS\Presets\Photoshop Actions Then the action pallete is behind history, use the menu triangle to load, select the action & hit the play button triangle at the bottom.
