Do you mean the frame with "Rev Up The Red?" Open the image in ImageReady. Each of the four frames will be on a separate Layer. Make Frame 3 active and visible, Ctrl-A (Select All), Ctrl-C (Copy), Ctrl-N (New) and accept the defaults, unless you wish to re-name it, Ctrl-V (Paste), Then Save Frame 3 only as a whatever you want/need.
