When you control click a layer in photoshop 7, everything on that layer is selected. Is there a way to do this in CS2?

Ctrl-Click on the little thumbnail icon in the Layers palette

That’s because it’s the background, not a proper layer & needs to be double-clicked to release it first.

Yes. Control-click the layer.

In CS2, you have to control-click on the actual little thumbnail in the Layers palette; you can’t click on the name of the layer in the Layers palette, that’s all.
