Stop using blue lined paper? That would be my first choice.
If your drawings are in black and white and your scans in colour then one of your RGB channels will have the line art without the blue lines through it.
If these are black and white sketches look in your channels palette to see if they have been left out of 1 or more channels (sometimes they do not get picked up in the red or green channels.) Copy and paste the clear channel(Control+A Control+C File>New) into a new document.
Also you can use the color range finder (Select>Color Range) to isolate the blue and then remove it. You may find that it is better to remove the black sketch by isolating the black lines than it is to try and remove the blue lines (transparency striping) after you delete the blue.
You can also try a curves adjustment in the red or green channels. Apply in the channel to see if you can remove it. Try this on a copy of your chosen channel first to see if it works or try on a duplicate copy.
If you have done this in blue ink on blue lined paper, it’s gonna be a whole lot of eraser and masking work.

Donkey–I agree with you , however, most of my students have made this mistake once (and usually only once) and switch to unlined smooth paper. Wait until you get someone who wants you to remove watercolor rag texturing or handmade paper texturing. Now these are the people who cry!
Thank you very much Christine. My problem with using white paper is that some professors get distraught when you use it in class. Also, its easier since there’s hole punched in it. Anyways thank you.
