Sizing / Collage Problem

Though I have worked with PS7 for quite awhile, I ran into a problem that has me stumped. (And it is very basic at that.)

I had a series of photos that I wanted to size for framing, place all of them onto 11 x 17 paper and print all at once. My problem is this: I cropped a photo to 2" x 3" inches, then dragged and dropped onto a "New" 11 x 17. Another to 4 x 5 and so on. However, the dimensions would always change to something larger.

Obviously I am missing some step. Can you tell me the error in my steps.

You need to ensure the resolution for each image is the same! 200dpi or whatever
