Picture Collage? One picture out of many.

I’m not sure what to even call it except an advanced type of collage. But I’m trying to figure out how to make that effect that we’ve all seen where a bunch of smaller pictures are combined to make a larger image of something else. For example, hundreds of pictures of soldiers combined in a way that when you look at the image from a short distance it looks like an American flag. Is this possible in Photoshop, or do I need 3rd party software? If so, does anyone know where I could get that kind of software?
