Change Photo To Illustration/Cartoon

I’ve been searching for a site that will show me how to switch a scanned photo into a cartoon type image or an illustration. I haven’t found any tutorials that I’m happy with because the finished lacks the illustrated look.

Any advice or suggestions on how to do this? I have Illustrator 10 also if that is helpful.
