Random underlines on aliased text

Anyone know why the underline on aliased text is sometimes one pixel away, and other times bumped up to text, when character settings are the same?
I do a lot of Web comps in PhotoShop, and to simulate text in a browser I need to use body text with the anti-aliasing set to ‘none’. The font I typically use is 11pt. Verdana, sometimes 10pt. To simulate hyperlinks, I need to underline text here and there within a paragraph.
The underline sometimes renders correctly, with one pixel between the text and line, and other times it’s butted up to the text’s baseline, which looks ugly. I’ve spent hours drawing underlines on a separate layer because of this.
The shift of the underline seems completely random, but something has to be causing the different behavior. Can anyone provide a hint? Aliased text rendering has gotten much better in v7.0, but this underlining problem still seems very random.

Here’s a tip someone at work provided, and does seem to work; "When the underline is too close to the text: highlight the text and zoom way in on it. Then hold down the Control key, and drag the text (slightly) up or down. The text will move one pixel away from the underline."
