I doubt that it is an effect. The two "c" s are identical. This is most likely a font.

I don’t know what font it is – try alt.binaries.fonts

I tried few things in PS
here’s the results
http://cjoint.com/?lewRJQehwc

1/ placed my text duplicate the layer, soften a lot the bottom layer (gaussian blur)
apply filter>pixelate>colour halftone (create my doc in greyscale first), selected a small amount of radius for my case, made a layer mask with the top layer
soften a bit the edges (filter>blur>gaussian blur), and on a new blank layer paint over with brush
to fake the eveness, and then finally flaten image (not mandatory) and apply a huge USM.

2/ change mode to bitmap, choose halftone, choose circle, choose 20 lines per inches or so and CRAP…
my two cents…
(forgive my english)

What you are seeing is a halftone.

Set your text in grayscale, blur the edges, then convert to bitmap in Halftone mode.

More likely, it is a piece of type printed to a printer that uses a halftone, then scanned.
