Preferences keep reseting

I keep setting the preferences in my Photoshop CS but they keep resetting either every time I restart the program or every time I restart windows. I’m not sure about that one. Anyone have this problem and found a way to solve it? Its starting to drive me crazy.

Is the preference file perhaps Read Only? I once backed it up on a CD and restored it, but I forgot to clear the R/O flag…

Kept having a recent file list of the same old files etc.

make sure you’re actually closing photoshop (file> exit, or the "X" in the upper right corner) BEFORE shutting down windows.
