Zooming While Cropping

I know, this is a very stupid question but it’s something that has irritated me for years. While I’m trying to crop something, and I’m trying to adjust the Crop Marquee, I can’t seem to use the Navigator Palette. You can still zoom, but it’s a lot harder. Is there someway to unlock the Navigator Palette, because it would make things a lot easier.

Have you tried SPACEBAR+CTRL? and SPACEBAR+ALT to unzoom?

Well yes, but I much prefer the Navigator Palette, not just for the zooming but also because the movability is much easier. What puzzles me about this is WHY they bothered to lock out the Navigator Palette. You can zoom and move without it, it doesn’t conflict with the cropping.

the crop function must be modal, similar to the free transform function. i’d like to do opacity changes while transforming (as well as use the nav. palette) but anything not specifically coded into the modal function "window" is excluded.
