Please help with "not enough memory" error

I’ve scanned Google for a fix, but I can’t find one, although I see this particular error is very common. Please help me solve my problem if you can.
I have an AMD Athlon machine at 2ghz, Windows XP Pro, with a Radeon 9800Pro 128mb ddr video card, and 512mb of ddr RAM. When I try to run a batch resize command (action) the process halts as it tries to resize and save the second image. It gives me an error that says the file cannot be saved because I don’t have enough memory. I don’t know a lot about how PS utilizes RAM and page files, but I just can’t believe I’m truly out of RAM as PS opens the second of 8-10 files, not one over 1mb in size. FWIW, I have my page files maximized, and all my other apps are closed. In the background I have maybe 25 processes running, which isn’t unreasonable in XP.
Can someone help me understand what is going on here?

By the way, I just doubled my RAM to 1024mb, just to see, and I get the same error at the same time in the process, so something else is going on. Also, I’m using PS 7.0.
