Can anyone tell me how I can change the language from English to Dutch in cs2?

You don’t, you would need to purchase it in another language. If you have a recent purchase, have a word with Adobe and see if you can do a transfer. I know a lot of "non English" users who use the English version purely for the fact that there are far more tutorials and manuals available in this language than any other (for now ) 😉
